The French gambling market is preparing for regulatory overhaul, after the successful partial sale of state lottery Française des Jeux’s (FDJ) began a chain of events that will eventually lead to the creation of a new regulator.

Plans for the National Gambling Authority (ANJ) were notified to the European Commission in late 2019 and are expected to be approved in the first half of 2020.

A new legislative framework for gambling in the Czech Republic was introduced in 2017 and has led to the most fundamental change to the sector since 1990. The Czech Ministry of Finance continued to refine its new gambling regulations throughout 2017, including the introduction of mandatory per-session loss limits for the whole industry. The new body will oversee at least some aspects of all gambling sectors in France, in the process absorbing online regulator ARJEL.
However overall oversight of the casino sector will continue to be managed by the Ministry of Interior.
The French Council of Ministers has said that the ANJ will focus on the fight against excessive gambling in its work with land-based casinos, but that other areas of oversight will continue to sit with the interior ministry.
France is home to 201 casinos in total, with the majority under the control of four large groups: Barriere, Partouche, JOA and Tranchant.
